Board of Directors

NCMA East Tennessee is governed by a Board of Directors. Individually, the Board consists of dedicated professionals that were recommended by nominating committee and elected by majority vote. Collectively, the Board is entrusted with ensuring the Chapter acts as an effective and responsible organization. The Board has played a key role in the success of NCMA East Tennessee and we are pleased to recognize each member.

    Amina Khaliq is a Procurement Officer at UT-Battelle/Oak Ridge National Laboratory (ORNL) supporting the Material Science and Technology Directorate and the Physical Sciences Directorate within the Contracts Division. Ms. Khaliq joined the ORNL procurement team in 2020 subsequent to her role in procurement at the Uranium Processing Facility (UPF) Project with Bechtel National, Inc. where she supported the progress of the project with engineered equipment and bulk material purchases. She has been an NCMA member since 2020 and is currently serving as Secretary. Ms. Khaliq received her B.S. in Finance and Supply Chain Management from Rutgers University. Additionally, Ms. Khaliq is a recent graduate of the NCMA Contract Management Leadership Development Program Class of 2021-2022.

    Jamie has 20+ years of experience in federal government contracting within both the government and industry. She has worked for the Department of Energy (DOE) since September 2015 and currently serves as the Director, Acquisition Division, Office of Science, Consolidated Service Center. She previously held acquisition positions as a Civilian in the United States Air Force at various levels to include the field, program office, acquisitions center, and headquarters. Prior to starting her civil service career, she worked as a defense contractor at the Air Force Flight Test Center. Jamie has been an NCMA member since 2004, is an NCMA Certified Federal Contract Manager, and has a master’s certificate in contract management from George Washington University. Jamie holds an M.S. in Acquisition and Contract Management, a B.S. in Business Administration, and is certified under the DOE Acquisition Career Management Program in Contracting and in Program Management.

  • Gary Mitchell, Treasurer

    Gary is a Senior Manager in the Audit, Accounting and Advisory Services Department of Pugh CPAs. He has over ten years of experience in public accounting providing auditing and accounting services to a variety of industries including governmental entities, employee benefits plans, government contractors, construction contractors, not-for-profits, and private companies. Gary is a two-time graduate of the University of Tennessee, Knoxville with a Bachelor of Science degree in accounting and another Bachelor of Science degree in finance. Gary is a member of the Tennessee Society of Certified Public Accountants, the American Institute of Certified Public Accountants, and the Association of Government Accountants. Prior to working as a public accountant, Gary served six years in the Tennessee Army National Guard as a Chief Warrant Officer 2 flying the OH-58D Kiowa Warrior helicopter.
